Current Chairman Matthew D. Miller, SRA held the President and Chief Executive Officer position from 2005-2018. Mr. Miller was previously Chief Financial Officer and President of Illinois Operations for Hayes Appraisal Associates from 2003-2005. From 1998 to 2003 he was President and Chief Executive Officer of Miller-Hayes LLC of Illinois. From 1994 to 1998 he was the manager of the Quad City office of Hayes Appraisal Associates. Mr. Miller has been an SRA® designated member of the Appraisal Institute since 2007. Mr. Miller holds a BA in History from Western Illinois University where he graduated Cum Laude in 1992. Mr. Miller was recognized as a Distinguished Alumnus of Western Illinois University by both the History Department and the University as a whole in 2008. Mr. Miller is also a member of the Advisory Council for the Accounting and Finance Department at Western Illinois University.
President and CEO of Residential Operations
Clinton C. Cota, SRA holds a Real Estate degree from the University of Northern Iowa where he graduated in 2003. Mr. Cota received the SRA® designation from the Appraisal Institute in 2017. Mr. Cota has worked for Rally in varying roles with increasing responsibility in the Quad Cities, Freeport, IL, Rockford, IL and Cedar Falls/Waterloo, IA. Under his leadership the Cedar Falls/Waterloo market as become a flagship office for Rally operations. Mr. Cota is currently in charge of recruitment and implementation for residential appraisers, residential training, operations and customer relations. Mr. Cota's expertise in both business development and appraisal theory and practice come together to make him ideally suited to lead the residential operations of Rally Appraisal.
President and CEO of Commercial Operations
David D. Passmore, MAI has been a designated member of the Appraisal Institute since 2012. A graduate from the University of Iowa in 1992, Mr. Passmore holds a bachelor’s degree in Business Administration. Mr. Passmore has been appraising real estate since 1992 and prior to joining Rally, worked in roles of increasing responsibility for Hayes Appraisal Associates of Iowa, Hughes & Company in Leawood, KS and Appraisal Associates in Cedar Rapids, IA. Mr. Passmore has been overseeing commercial operations for Rally since 2006 and since that time commercial operations have spread across almost the entirety of the Rally footprint. Mr. Passmore is currently in charge of recruitment and implementation for commercial appraisers and leads commercial training, operations and customer relations. In addition to his role with Rally Appraisal, Mr. Passmore assists the State of Iowa with Work Product Review and for Disciplinary Review cases providing Standard 3 and 4 Reviews. Through specialized education and experience, Mr. Passmore has attained a Level III Investigator status in Association with AARO (Association of Appraiser Regulatory Officials). Mr. Passmore has also been active in the Iowa Appraisal Institute Chapter serving in the past on multiple committees and the Board of Directors.
Director of Eastern Iowa and Western Illinois Operations
Chad J. Kelley has been with Rally Appraisal since 2000. Prior to joining Rally, Chad had extensive experience in mortgage lending on both the consumer and mortgage side. Chad brought this unique perspective to Rally which benefits our clients based on his understanding of the issues that they face. Chad also is a real estate investor and has maintained an extensive portfolio of real estate holdings throughout the Quad City metro area in both Iowa and Illinois. This also gives Chad a unique perspective with an extensive knowledge base on investment properties above and beyond a typical appraiser.
Director of Northeast Iowa and Northwest Illinois
Cody J. Seeley has been with Rally Appraisal since 2009. A graduate from the University of Iowa Tippie College of Business, Mr. Seeley holds a bachelor’s degree in Business Marketing and an Entrepreneurial Certificate. Prior to joining Rally, Mr. Seeley held his Series 7 & 66 licenses. In addition to his role with Rally, Mr. Seeley is an active member of the Iowa Real Estate Appraiser Examining Board assisting the State of Iowa with discipline matters and the Certification of new appraisers in the State. Mr. Seeley is also a member of the Clinton, IA city council and the Chairman of the Clinton, IA Airport Commission.
Director of Commercial Operations Western Iowa and Nebraska
Clinton D. Miller, MAI® holds a Real Estate/Finance degree from the University of Northern Iowa where he graduated with honors in 2004. Mr. Miller received the MAI® designation from the Appraisal Institute in 2013. Headquartered in Des Moines, Mr. Miller oversees all commercial operations in Central and Western Iowa for Rally and also Nebraska. He oversees training, operations and customer relations in these areas. In addition to his role with Rally, Mr. Miller is active in the Iowa Appraisal Institute Chapter having served on the Board of Directors and has been on various committees since becoming designated.
Director of Central Illinois Operations
Jeremy Purdy has been with Rally Appraisal since 1998. Jeremy graduated from Southern Illinois University at Edwardsville with a major in Political Science and a minor in Business in 1997. Prior to joining Rally and his degree, Jeremy was a member of and is a veteran of the United States Air Force. Jeremy has overseen training, oversite and customer relations throughout Central Illinois in Peoria, Bloomington/Normal and Springfield. In addition to his role with Rally, Jeremy is also a dedicated volunteer to many charitable organizations in the Central Illinois area.
Director of Northern Illinois and Southern Wisconsin Operations
Courtney R. Prentice, MAI® SRA® has been with Rally Appraisal since 1999. Courtney graduated from Western Illinois University in 1999 and received his designations from the Appraisal Institute in 2019. In addition to his role with Rally, Courtney is active in the Appraisal Institute being a former President of the Northern Illinois Chapter and is also a Region III Representative. Mr. Prentice is on the Board of Directors of ICAP (Illinois Coalition of Appraisal Professionals), the Board of Directors for the Rockford Association of Realtors and the Board of Directors for the Homebuilders Association of the Greater Rockford Area. Mr. Prentice is also Commissioner for the South Beloit City Council after serving as the Chair of the Zoning Board and served 8 years as President of the Board of Education for Prairie Hill School District #133.
Director of East Central Iowa Operations
Lisa Ziniel has been with Rally Appraisal since 1993. Lisa graduated from the University of Iowa Tippie School of business in 1992 with a degree in Finance. Lisa has spent her entire career with Rally and brings 30 years of experience to our clients and employees. Lisa over sees operations in the Corridor area of Iowa including Cedar Rapids and Iowa City which is one of the fastest growing areas in the State. Raising 4 children in the Iowa City area, Lisa has ingrained herself in the community, volunteering in a variety of areas including church and school. Through her personal and professional relationships, Lisa has become well known for her support of the community and recognized as a respected appraiser in the corridor area.
